Global heating will reach at least 1.8 degrees Celsius above pre-industrial levels, even under the most optimistic scenario. This finding, from a new UN Environment Programme (UNEP) report, confirms that overshooting the Paris Agreement's 1.5C goal is now unavoidable and likely to happen within the next few years.

The report, titled 'Limiting Overshoot,' states bluntly that "there are no good outcomes above 1.5C." Every fraction of a degree increase will intensify destructive impacts. These include more extreme weather, significant glacier melt, ecosystem loss, and the submersion of islands and coastal cities.

Projected Impacts of Increased Warming

The UNEP document outlines severe consequences if effective adaptation strategies are not implemented. By 2050, global food production could decline by up to 14%. Human health, water supplies, nature, cities, infrastructure, and economies could all face severe damage, with some losses being irreversible. Many communities may be forced to relocate or change their livelihoods entirely.

Specific projections for higher warming levels are stark. With heating of up to 3C, glaciers could lose more than a quarter of their mass by 2100. This melt would raise sea levels by up to 13 centimeters.

The 'Overshoot, Peak and Decline' Pathway

The report identifies a single viable path for humanity to limit the damage. It calls for an "overshoot, peak and decline" pathway. This requires immediate and sustained cuts in greenhouse gas emissions combined with steps to remove carbon dioxide from the atmosphere.

Achieving net zero emissions is described as "an essential milestone that cannot be skipped." The authors stress that carbon dioxide removal, through methods like establishing vast new forests, must occur alongside deep cuts in fossil fuel pollution, not as an alternative to them. A key finding is that the global average temperature could be returned to 1.5C this century only if peak heating stays below about 1.8C. They warned nature's capacity to store carbon was uncertain and would shrink the more the planet heats.

Political and Legal Reactions

The report has drawn strong reactions from climate-vulnerable nations and activists. The president of Palau, Surangel Whipps Jr, called it "a fork in the road moment for the planet." He emphasized the need for an urgent and unprecedented increase in political will and investment.

Vishal Prasad, from Pacific Island Students Fighting Climate Change, stated the report was terrifying for young Pacific people. He referenced the International Court of Justice, saying, "keeping to 1.5C is not a choice, it is a legal obligation." He added, "We are not asking for your goodwill. We are not begging you. We are telling you what international law requires of you."

UNEP executive director Inger Andersen warned that climate impacts would "strike faster, hit harder and last longer." She urged action, noting that every fraction of a degree avoided saves lives and protects ecosystems.

Critiques and Remaining Challenges

While the report clearly describes the problem, some critics say it falls short on solutions. The science and policy institute Climate Analytics said UNEP did a poor job of "showing us that there is a way out." Its chief executive, Bill Hare, said the report barely mentioned the need to phase out fossil fuels or evidence for achieving "real zero" emissions in many sectors by mid-century.

The authors cited research showing that limiting heating to about 1.8C requires global emissions to be halved by 2035. They noted that existing national policies are projected to lead to at least 2.3C of heating. However, it would still be possible to stay below 2C if countries deliver on their current net zero emissions commitments for mid-century.

Report author Prof Debra Roberts said a key message was that "the rules of the game are now changing." She argued that existing approaches are no longer fit for purpose and climate governance must be reconfigured around an overshoot pathway. This means not just pollution cuts and carbon removal, but also "bold adaptation" to protect infrastructure and livelihoods.

Another author, Prof Richard Betts, pointed to recent glacial disasters. He stated that while specific events are complicated, "we are committed to glacier loss" but can prevent them from getting much worse by reducing emissions.
